DD Waiver: Services available through the ACS Waiver (DD) are as outlined in the Alternative Community Services (ACS) Waiver Provider's Medicaid Manual (current as of 10.8.10). This waiver serves those with a developmental disability, which under Arkansas law is an intellectual disability, cerebral palsy, autism or any other condition similar to an intellectual disability that requires services similar to what a person with an intellectual disability would require (severe traumatic brain injury for example). All ages are served as long as the age of onset of the disability is prior to the 22nd birthday. For additional information visit DDS's Waiver Page.
Other Waivers: If the client for whom you are researching is an adult with a physical disability, that client may also be eligible for the Alternatives Waiver for Adults with Physical Disabilities age 21-65. The provider manual for this waiver is available from the Medicaid homepage, http://www.medicaid.state.ar.us .....click on "Provider" on the navigation bar at the top of the page, then "Provider Manuals," on the navigation bar on the left. Select "Alternatives Waiver for Adults with Physical Disabilities." Manuals for other Medicaid programs are available from the same location, including information on Arkansas' two home and community based services waivers for the elderly.
Arkansas also operates demonstration waivers called the "TEFRA Waiver" and "Independent Choices." There are other waivers not associated with persons with disabilities.
The TEFRA Waiver permits children who meet the level of care criteria to be served in an institution to be served in the community without regard to the family's income or assets. All Medicaid State Plan services are available through the TEFRA waiver. Make application at your DHS County Office. A premium, based on family income, is required.
The IndependentChoices Waiver is a demonstration waiver that permits recipients of Medicaid Personal Care Services to manage their own services -- hire, train, pay and manage their own staff. You may enroll in IndependentChoices by calling 1.888.682.0044 or by visiting IndependentChoices.com
